政府による、戸籍情報に基づいたSNSの可能性について
ここで、ウェブサービスと利用者数について考えてみる。SNSでも動画サイトでも、初期競争においては「最初に革新的サービスを提供したサイト」が利用者を集める。そしてそのシステムが一般化し競争相手が揃ってきた頃、「最も権威あるサイトにユーザーが集中する」という傾向がある。ある時点で最も権威あるサイトが、その後の技術向上やインフラ整備に伴って爆発的に普及する、という展開は様々な例がある。２ちゃんねるやyoutube、twitterきっとニコニコ動画がこれに続く。
ネットワークの入り口に、最も権威ある運営組織による情報サービスを設置し、そこから様々な民間ネットワークサービスにネットワーカーや情報を誘導していくという構造が、おそらく最も合理的で利便性が高いと思われる。よって、政府による戸籍情報に基づいたSNSサービスの構築を提唱する。国民一人に一ページ、一パーマリンクを与える。本名が記され、その他情報は各自が自由に載せればいい。そのページを公開にするか否かも本人裁量にすればよい。あとはセキュリティの技術的問題だ。
選挙におけるインターネット投票システムの実現は、現代日本の最重要課題の一つであることは間違いない。このSNSシステムはそこに直結する。
『戸籍に基づいた国民一人一人の実名情報によるＳＮＳの構築と、その政治的行政的活用。』私はこれをMIAUへの提言としたい。
この規模のプロジェクトである、そのためにはインターネットを司る省庁の設立も必要かも知れない。
